Recently, the activity “Make contributions to pushing forward the construction of Hainan Free Trade Port” has attracted people in Hainan to get involved in, including the foreigners working, studying and living in Hainan. Overseas communication officers of Hainan International Media Center (HIMC) also contribute their wisdom and experience, they said that they would fully engage in this activity to promote the construction of Hainan Free Trade Port.

Randy Floyd, Overseas Communication Officer of HIMC:

Actually I have some big ideas and some dreams and hopes for Hainan, I want to attract top talent English teachers and educational programs here in Hainan, and I want to make the children in Hainan truly bilingual and I think it’s possible, and I think there is a way to do it. And I hope I can share those ideas with the education field here in Hainan, and I’m very excited about that, because my son is bilingual and I know some other children are bilingual or trilingual, and it’s really possible, and I think Hainan could be the leader, and be the example for the mainland in this early education.

As the overseas communication officer of HIMC, I do have suggestions about the construction of Hainan free trade port. We currently have a visa-free policies for 59 countries but it still requires them to go through specific agencies, when you go to Thailand or Vietnam, you can just walk through and get a stamp. So I hope that even though they’ve made a lot of progress, then they can take one step further, and allow people to have visas on arrival.

David Chon, Overseas Communication Officer of HIMC:

I've worked with many governments and countries in Asia and other developing parts of the world. Many times, many countries want to develop and make policies to attract foreigners investment and foreign workers, I always tell them one advice which is don't focus your policies on the foreigners. If you create good opportunities, they will come. Even you tell them not to come, they will come.

Another challenge for Hainan is sort of bringing itself up to international standards. International standard is a very open definition. I do think, especially in the service industry, Hainan could make more development and more efforts, you can let this happen or evolve over time, or you can make conscious strategic decisions to accelerate progress on the service sector of development.
